Your ISP may offer a "static" IP address for an extra fee.
For most people, it's not worth the money. For example, with my ISP you have to upgrade to business class service (extra $40/month) AND pay an extra $15/month for each static IP.
Keep in mind that 99% of users don't really need a static IP. There may be a cheaper, easier way to accomplish whatever it is you're trying to do. A dynamic DNS service might be what you're looking for.
